Requirements Development

OCEANS translates mission needs, operational gaps, and stakeholder inputs into structured, testable, and decision-ready requirements. We work directly with program leadership and operators to define use cases, capability gaps, and performance expectations before engineering or testing begins.

Our approach establishes traceability from mission need to measurable objective—ensuring alignment across engineering, test & evaluation, and acquisition planning.

• Operational requirements matrices
• Use-case development
• Capability gap analysis
• Requirements-to-metrics mapping

Systems Engineering & Architecture

OCEANS provides systems engineering and enterprise architecture services that connect validated requirements to implementable, integrated solutions. We design system architectures, integration strategies, cybersecurity principles, and lifecycle-aligned frameworks that support secure scalable deployment and transition.

Our engineering approach incorporates structured design principles, cybersecurity, and readiness considerations from the outset—reducing risk across complex operational environments.

• System architecture diagrams

• Cybersecurity requirements & systems security plans
• Integration and transition plans
• CONOPS and operational frameworks
• Lifecycle alignment documentation

Research, Development, Test & Evaluation (RDT&E)

OCEANS provides over 50 years of experience in mission-aligned, quantitative RDT&E programs that provide defensible evidence for operational and acquisition decisions. We frequently serve as a White Team lead, designing and executing operationally realistic evaluations informed by validated requirements and measurable performance thresholds.

Our end-to-end T&E lifecycle includes intake and scoping, structured test design, disciplined execution, quantitative analysis, and decision-grade reporting.

• Operational Utility Assessments/Test Plans
• Technology Readiness Level (TRL) evaluations
• Pilot assessments and demonstrations
• Structured White / Blue / Red Team operations

Mission Data, Common Operating Pictures (COPs) & Ontologies

OCEANS designs and validates mission data architectures, ontologies, and integration frameworks that enable multi-domain awareness and operational decision support. We develop structured data models that ensure interoperability, measurable performance, and scalable system integration.

Our ontology-driven approach standardizes how data is represented, shared, and evaluated—allowing Common Operating Pictures (COPs) and related systems to operate with clarity and measurable effectiveness.

• Ontology schemas and mappings
• Data integration architectures
• COP validation and performance assessment
• Metrics and analytic dashboards
